If you are a citizen from a country that is not either an EU member or one of the Schengen countries you will need both a working and a residence permit. The easiest way to apply for it is to go to the Portuguese consulate in your country or the "Servicio de Estrangeiros e Fronteiras" (Foreigners Department) in Portugal. To get a working permit you will need to have a job offer of an in Portugal located company. Permits for long term employments are usually issued for periods of six months. Renewing is possible.
People who are self-employed can obtain a residence permit for five years which can be renewed for ten years. Students have to be registered at an educational establishment, have to have a health insurance and need financial resources to support themselves. A health insurance and financial resources are also necessary if you are planning on retiring in Portugal.
